If you have good water pressure on the hot for the full time of a shower and not just for a couple of seconds, but poor in the cold, it would appear you have an obstruction in the cold supply. Do you have galvanised water pipes in the building ?? Do you have a stop cock on each floor..is it fully turned on ?.
