Pipe encasement depth

There is a condition that a sewer pipe (like 4inch dia.pvc pipe) that cross roads shall be encased in a concrete or any approved means of conduiting to protect the pipe. My question is, if the pipe is 2meters elevations under road, do still need to be encased? Is there a depth min. requirements that a pipe should be encased?
