main water turn off valve

        I turned the main water valve off to fix a broken pipe. When i tried to turn it back on it keeps turning but it doesn’t open valve. What can i do?

          Replace the valve, sounds like the gate broke off of the stem assembly.

            hOW DO I SHUT OFF THE WATER TO REPLACE THE VALVE?

              Go out to the street and turn it off at the meter. If there’s a way to drain the plumbing after you have cut it off do so (ie hosebib or sink faucet)
