Is there a code that covers the installation of a floor drain in a first floor bathroom or laundry room? I have had several water damage incidents that would have been averted if I had floor drains installed.

No you can install them as long as they are vented, it would not look good in you house bathrom unless you got one with a good finish, as long as I am at the trade I never saw one in a house bathroom.
