If the water pressure has been dramaticaly lowered from the street supply then it follows that the water heater will need to be resetup with the correct water flows to allow control to be attained. It is possible that the inlet water filter has got some debris into it and has slowed the water flow down, likewise if you are in a “hard water” area the heat exchanger could also be limed up restricting the flow through the unit as well. I feel you call in a compettent serviceperson to check your heater out as it may even be that your thermostat has suddenly failed. Unfortunately there are quite a few likely causes of the problem you have outlines and unless each section is checked the answer will not be found. Hope this helps.
