        I am working on a proposal in a commericial building.The question I have is what is the code on the number of
        people per toilet and urinals on a given floor.

          Check the Uniform Plumbing Code. There is a whole chapter on fixture units and this is what you need to use. Study the charts, you will see it doesn’t really apply to floors but people.
