Noisy pipes and low water pressure

I have two problems in my just built house:
First is when I flush a toilet, there is a loud noise in the pipes (as if someone is vacuuming in the attic)that stops once the tank is filled all the way. I also hear it (but not as loud) when I take a shower).

The second problem is that I have low water pressure in the shower (could this be from a low-flow shower head possibly? Not sure if one is installed, but trying to guess the problem)?

How do I correct these problems? Thanks!!
