Did you bother to read the reports (1970s) about how flow restrictors in the shower head could cause severe scalding problems? Why not talk about 1.6 GPF toilet tanks and Flushometer valves. Are you not aware kind sir that most water waste is used in the toilet? Have you bothered to look for the use of gray water that can be used for toilets and or Irrigation or fire protection systems? There are pressure assisted flushing devices and low consumption urinals mens and womans. Contact any American Manufacturer like sloan, Crane or Gerber and the DEP. I am sure they will give you more than enough information. Sylvan
