Water leaks from the tank to the bowl via a leak in the stopper. The stopper is a plastic tubular unit with a rubber plug affixed to the bottom that for some reason has ceased to seal the opening. Does the stopper come off? How does the plastic unit disconnect from the base?

You would have to specify the brand. It could be American Standard, Villeroy and Bosch, or Mansfield and each disassembly is different.: Water leaks from the tank to the bowl via a leak in the stopper.
