toilet flushling problem

during heavy rains, the city storm sewer water backs up into the sanitary sewer system, when this occurs, my sewer main under the house is full of water.this problem is obvious. when this does occur the bath tub etc will continue to drain about as normal because the sewer main is vented at ground level both in front and rear of the house. the MAJOR PROBLEM is that the toilet wont flush in this condition????? neighbors on same city system, like next door do not have the toilet flushing problem. have plumbers look at it.only good suggestions i got was to re-vent system which the city did for free–also bought another toilet–still will not flush until house main is not full.HELP– IT RAINS A LOT IN LOUISIANA
