Blown fuses on water heater

My water heater keeps blowing one of the cartridge fuses, I am told that this may be that the element in the heater needs replacing. How do I check to ensure that this is the problem, or could it be something else? The fuses tend to blow once they have been installed for a week or two.Thanks
