If the water in the brine tank is not being replenished and the delivered water is not satisfactory, then the assumption would be that the unit is not functioning. Otherwise the water in the brine tank would be extracted and replaced during the regeneration cycles. You have two tanks because one is supposed to take over when the other needs recharging. Unfortunately, Kinetico operates strictly on a demand mode and does not have a means of manually operating the system so you cannot check it.
