The purpose of a steam readiator vent is to let air out of the radiator and then close the vent hole to prevent steam from leaving. The vent then permits air to enter the radiator when the radiator cools. If the vent does these functions, it is good. Sometimes the vent can be refreshed by soaking it in white vinegar for a day to remove buildup inside.
