I have ran into a problem like this that a hell of a long time to figure out. What I finally did after numerous trips to this house was to have them repaint and have his wife stop burning cheep candles. I dont know if you burn candles or not. But soot seems to cling to the hot walls around baseboards. It did solve their problem
