The most common thing would be a partially closed or broken water cut-off valve above the water heater. Some of those valves can break in the partially open position. Also, you could look for kinked water lines in the area above the heater. Clogged or smashed water pipes are other possibilities. Cloggs usually occur over many years. Smashed pipes would have most likey always been like that.
