If not then use and earth ground. You may also ask your LICENSED electrican to install A GFI ( ground fault interupter) in every room where water and electricity are. Laundry room, kitchen, bathroom and one on the Sump pump or water Pump. A GFI is a life saving device that will cut power in one cycle ( approx one second) to prevent shock.What you have here sounds like a bad ground problem. GL sylvan
