If the flush valve ball/flapper is allowing water to leak through, then the constant refilling of tank would over ride the insulation value of the liner. : check the ball or flapper and also check the ballcock refill tube that is attached to the flush valve overflow riser for any water flow.Hi never ASS U ME as you make an ass of u and me. If they say tank play the guessing game with them. Suppose he meant a H/W tank with a jacket over it and now this poor bloke is looking to adjust the float . Some people do install coverings over the hot water tank to try to conserve a little more energy.
