Some ideas: 1. An object entered the water line and is restricting water flow. 2. If 1/2 od cpvc only have 3/8 id, may not feed all fixtures at one time. 3. If older home piped with galvanized piping – pipes may be restricted by internal corrosion. 4. Check your main water pressure should be at least 50#
