Instead of bleach, you could use yellow food dye. The bleach could easily be consumed by bacteria andor the amount of bleach could be too small if the cistern is real large. Check with local neighbors or the board of health for any records. If you use the food dye, the water will be bight yellow. You can then add bleach afterwards, and it will neutralize the dye.
