I thought the requirement to put the water heater on a platform was only for gas water heaters- and is really a natural gas safety issue. I cant understand the reasoning for raising an electric water heater: It is not a state code. It is a underwriters requirement that all new installations have the heater raised 18 above the floor when in an area where items could be stored around it.
