: Have replaced both top and bottom heating elements and thermostats, still getting heat only at top of unit, and whistling pressure valve? Is there a water circulation problem?Perhaps you have your thermostats wired wrong causing just the top thermostat to come on?Usually whistling at a pressure relief valve comes from a sticking thermostat causing it to overheat.
