You must not have a loop system, otherwise all rooms would be hot or more than one would be cold. In that case, there should be an air vent on that radiator inside the cover. Use a screwdriver to open the vent and let the air out. The system should start operating after that.: I have a hot water baseboard system and one room has no heat.
