You do not say what code to cite. Uniform Plumbing Code appendix K [Private Sewage Disposal Systems] says: “Disposal fields, trenches and leaching beds shall not be paved over or covered by concrete or any other material that can reduce or inhibit any possible evaporation of sewer effluent.”
