That is the reason the ADA regulations require pressure balanced shower valves in public areas. Plumbers should insist that residential builders also install them, if for no other reason than for their own protection against scalding liability. In your case, the only way to prevent it is to replace the shower valves. The dynamics of water piping make it almost impossible to pipe the system to prevent it, unless the piping is installed with very large pipes.
