Sounds like you got some dirt in the stop are ballcock. Turn off water under tank, take off top of ballcock and see if you got any dirt . Turn on water and see that valve is not stopped. If you have full force of water comming out then valve is clear, the trouble is the ball cock, If you cant clean it then replace it they are cheap.
