If you take out stem see if washer is on. Turn om HW and see if any comes out, if not then you have some thing in the pipe, Put stem back in and leave open and take off head and put screw on 1/2″ cap and turn on cw and see if you can flush it back to wh , if not you might have to cut pipe and receive there.
