The “plunger” drain stop has a plug, usually brass, attached to the plunger lever via a linkage that can be adjusted with a rod threaded into the plunger. The plunger itself seats into a brass drain tube, and when properly seated stops the drain water. These devices never completely stop the flow of water, i.e., they are inherently leaky. They have fairly loose tolerances compared to real shut-off valves. But they should not leak TOO much. If they do, you need to adjust the position of the plunger on the linkage rod. It that doesn’t work, you have either an obstruction that prevents proper plunger seating, or the plunger-seat surfaces are damaged. The only solution to the later problem is to replace the entire waste/overflow device.
