Simply put – your thermostat is faulty – to be more precise the differential between cut out temp and cut in temp is too great. This explains why after a large draw off has been made the water heater heats up to max temp fine, then as smaller amounts of hot water are drawn off the thermostat does not activate until the water temp is way too cold – hence the complaint that the water is colder.
This problem is more obvious first thing in the morning until the first draw off is made that causes the thermostat to activate and thus the whole process repeats itself.

Get a qualified tradesperson to attend to the fault and replace the thermostat valve as the work involved disconnecting the gas supply – something a person not suitably qualified should not do or even think of doing.
