    heres a couple things to check…
    make sure the water level is within an inch from the top of the overflow of the flush valve, and take a small jewelers screwdriver (or something similar) and rooter out the small holes around the inside rim of the toilet.
    if you have hard water, mineral deposits can clog up these small holes and slow the flow of water from the tank to the bowl and can make the toilet flushing action sluggish.
