Chester. In Australia a Estimate is just that, however a Quotation is a fixed price with conditions as set out in the Quotation & if if disputed is enforcable provided a Contract is in place. The mere fact that you allowed the contractor to carry out the work would constitute a “Contract” however,it would I believe have to be reasonable in the circumstances. In Australia we have Professional Organisations ie State Master Plumbers Assn’s who are more than willing to mediate a valid complaint. Try your local Master Plumbers Assn.
