I cannot imagine how a modern toilet could have this problem. The top of the overflow tube should be below the level of the flush lever in the tank. I guess some units might be built where the overflow tube is higher than or equal to the flush lever height, but that would be a serious design error. I guess it’s possible that the flush lever connections could be “wicking” water into the handle. I’ve never encountered this wierd problem.
