There may not be any problem. The water level is built into the bowl when it is made. Take a bucket and slowly pour it into the bowl. When you are done the water level in the bowl will be the proper one. If it is the same as it is now then that is all the water you will get. If it is higher then the small refill tube from the fill valve is not sending the proper amount of water back to the bowl after flushing.
