Water Table

I have a great deal of water in my sump hole in the spring. How can I tell if part of the problem is due to poor drainage around my home or if it is the water table rising and there is nothing I can do about it? Right now I have two pumps working and they are coming on for 2 minutes out of every 6 minutes.
