Bowl Not Filling Properly

I posted the message last month and get no response. I just read it over and saw a grievious error in the way I stated the problem; Im fixing it now and hope someone can help!!My toilet has the problem that it doesnt fill enough, so solids (to be polite) land on the porcelain and not in the water; the result is a permanent glob of solid hanging onto the porcelain.This is an apartment building with no tanks (the original message said bowls) attached to the toilets; the water comes directly through a pipe. Id be very grateful for some advice on adjusting the water height. There appear to be a couple of things that I could turn if I had the right tools and which might adjust the height, but Id rather leave them alone until I get some advice.Many thanks for any and all help!Gary
