Higher efficiency brings with it problems when making an appliance more efficient. A high-efficiency unit takes more of the heat from the combustion gases before they leave the appliance. This makes the surface temperature of the flue lower, lowering the dew point temperature. When there is high ambient humidity during a thaw, this ‘extra’ water in the air shows up on the high efficiency appliance as drips.
You can not be advised to turn the water heater temperature up as it may cause scalds. This may solve the problem if a plumber installs a tempering valve after the water heater to make the water temperature low enough to prevent scalds. A higher temperature in the water heater will prevent moisture from forming.
An inspection of your flue is recommended as condensation will rot ferrous metals and cause combustion gases to remain inside the house after a while.
