My toliet rocks and moves. The screws on the side are tightend but it still rocks. Any reason why and if so what do I need to do to repair it?

Sounds like your closet flange was not secured to the floor. Take up bowl and see if flange is loose are the pipe and use new wax ring and set it , they make pvc shims to put under bowl if floor is unlevel.
