I have a similar problem with one of the toilets in my home. How did you raise & lower the water level in the tank? What brand of toilet do you have? There may be a flaw with the toilet design. Also, there may be calcium build up in the drain to restrict the flush. Have you tried CLR (See RC’s 11/4/2000 message on this board)?

            HI TERRI
THANKS FOR YOUR ANSWER.THE WATER AJUSTMENT IS ON THE WATER INTAKE AN AJUSTABLE SCREW, THE MAKE IS UNKNOWN. I SOLVED MY PROBLEM MYSELF. I CLEANED OUT THE HOLES IN THE RIM OF THE TOILET, THEY WERE NOT COMPLETELY BLOCKED BUT ENOUGH TO SLOW DOWN THE FLUSHING.IT WORKS GREAT NOW

Possible you have a small flush cistern and a full flush pan, Possible you have a bad designed pan and cistern, Possible you have a blocked drain, Possible you have something lodged in the pan outlet, Possible you need a plumber
