Recently, I have noticed that my toilet has an incomplete flush. I have to hold down the handle for the water to flush completely. Do I need to just replace the flapper or is this a bigger problem?

          How old is the toilet?
If it is older, pour a two gallon or more bucket of water down the bowl. If it flushes properly, you probably have a bowl that has clogged waterways (which create the siphon which create the vacuum which creates the flush).

You may also have a partial clog in the bowl or line. Have you tried a force cup (plunger).
          Hope this helps.

yes, if you have to hold down the handle, and it flushes fine, just replace the flapper. make sure the chain only has 1/4″ of slack or so.
