I am looking at buying a new house and one of the main differences I see in these new subdivisions is the plumbing systems. In the cheaper subdivision they are using plastic for the hot and cold water. It is a semi-opaque clear tubing.

The other system also apears to be plastic. It is 2 different colors, blue and orange.

The more expensive homes are using underground copper.

Are these all tried and true plumbing systems? What have been the problems with each? Does it depend on the skill level of the sub to get a good system? Are the costs between the systems significant?

They will be tried and true systems after people live in thise houses 50 years.
There are alternatives to copper that look promising, the question is do you want to test it for us?
