when u flush the upstairs toilet, the tank dosnt refill with water. what should i do to correct this? there isnt a shut off valve on the little pipe underneath the toilet.

Sounds like its time to rebuild the toilet. Get a rebuild kit if you have no angle stop to shut off the water turn it off to the house. The fill mechanism is probably pluged up with sediment. Happy flushing
