When Preparing for a rough inspection do the shower diverters need to be in?
Also should the Tub traps be all connected ?
I reside in New Jersey and have a Neighbor who is having his home built and it came up in conversation and I told him I would see what i can find out.
The Plumber keeps saying Don,t worry about anything but He has his Doubts

Here we require that all waste and vent be done in walls and through roof and tested with water are air. Water pipe has to be complete in wall and tested, trap on tub can be put in later unless on second floor then it has to be installed and tested.
