Is it normal to have sediment in the water heater?? It is a Envi-ro-temp one, 40 gallons, is giving us troubles with keeping the water warm and now that I checked it, it has a lot of sediment.

Is it ok to wash it off???? Is it normal???

If you have an El. WH then take out bottom element and use wet vet and suck sediment out. Make sure you drain it and turn off EL. first. I take a piece of water hose and tape it on my vac and suck it out that way. You need to get a 1-5/8″ deep socket to get out element.
