Pump Controller or Pump?

My well pump cycles on and off frequently while filling the pressure tank. I bypassed the pressure switch to verify that the problem wasn’t the pressure switch. I also know that the water level in the well is not being drawn down below the pump. Is it more likely the pump controller or the pump that is causing the problem. How can I check the controller?

if you have a bladder type storage tank the bladder may not have any air in it or may be bad. this causes the tank to become water logged and the pump will short cycle.
